These verses give us this context for example:

Those who received the scripture rejoice in what was revealed to you; some others may reject parts of it. Say, "I am simply enjoined to Ubud God, and never associate any idols with Him. I invite to Him, and to Him is my ultimate destiny."
وَالَّذينَ ءاتَينٰهُمُ الكِتٰبَ يَفرَحونَ بِما أُنزِلَ إِلَيكَ وَمِنَ الأَحزابِ مَن يُنكِرُ بَعضَهُ قُل إِنَّما أُمِرتُ أَن أَعبُدَ اللَّهَ وَلا أُشرِكَ بِهِ إِلَيهِ أَدعوا وَإِلَيهِ مَـٔابِ

We revealed these laws in Arabic, and if you ever acquiesce to their wishes, after this knowledge has come to you, you will have no ally, nor a protector, against God.
وَكَذٰلِكَ أَنزَلنٰهُ حُكمًا عَرَبِيًّا وَلَئِنِ اتَّبَعتَ أَهواءَهُم بَعدَما جاءَكَ مِنَ العِلمِ ما لَكَ مِنَ اللَّهِ مِن وَلِىٍّ وَلا واقٍ

We have sent messengers before you, and we made them husbands with wives and children. No messenger can produce an Ayaat without God's authorization, and in accordance with a specific, predetermined time/period(already recorded at GOD).
وَلَقَد أَرسَلنا رُسُلًا مِن قَبلِكَ وَجَعَلنا لَهُم أَزوٰجًا وَذُرِّيَّةً وَما كانَ لِرَسولٍ أَن يَأتِىَ بِـٔايَةٍ إِلّا بِإِذنِ اللَّهِ لِكُلِّ أَجَلٍ كِتابٌ

God erases whatever He wills, and fixes. With Him is the original Master Record(about everything that happens).i.e GOD s plan is already recorded.)
يَمحُوا اللَّهُ ما يَشاءُ وَيُثبِتُ وَعِندَهُ أُمُّ الكِتٰبِ

All truths can only be a certainty if the source is from  the Truth. i.e a scripture /words from GOD.

As for this, quote:

"The mother book" is not a book in Arabic language or any other  language.
It is simply the original master record /plan .  All matters are recorded and come from the original master plan of all creations including messenger, to us with scriptures at the time chosen in our life as humans.

On the first part, I could not have explained it better than GL did.

The Quran was revealed in Arabic, but that does not mean Umm al Kitab [the source of all divine knowledge] is limited to Arabic. It is a universal repository of truth, and previous scriptures, though revealed in different languages, also originated from it.

So in short, divine truth was revealed across time, but the Quran remains the most reliable and complete source today. Arabic was simply the language chosen for the final revelation, ensuring clarity for its first audience, but the message itself transcends language.
