Man of Faith, Abdul-Hadi and good logic thanks for the answers. Man of Faith, i like your explanation.
I 've been considering this for a while, i was starting to feel that since these penalties were listed out, it become mandatory on the muslim community to met them upon offenders but then again i realise this is only possible if muslims establish a sharia court wherever they reside but again, such a court can only function well in Sharia states implying that muslims would need a Sharia state and we have all seen the ills of Sharia states. It make it seem like secularism and democracy is incompatible with Quran. Please what can you say about this?

33:59 is not part of women dress code. Contextually the verse was revealed to provide a measure that shield the believing women at that time from the harrassment of disbelieving men. By dressing that way, the believing women were identified by the male harassers who are warned to stop harrasing believing women. In fact, the entire rules in chapter 33 only bind upon the Prophet and the believers during that time. In a free society where there isn't rampant sexual harrasment, there is no requirement to observe this verse.

Good day to you all. The Quran specifies punishments for theft, adultery and false witness for adultery. How can these punishments be meted out to offenders in a democratic and secular state?
