Verses 91:7-8 state that the human soul has been inspired with a conscience which distinguishes between good and bad.

No, If humans are intrinsically good then there was no need of guidance through messengers and books.

The Qur'an introduces itself not only as the guidance but also as the reminder!

i.e. the truth /the message is already present within us and around us. But we become unaware of the truth when we let the society define life for us / when we do not listen to our true being.

95:4 We have created the human being in the best form.

Salam! The root خ ل ف basically means to be opposite. Day/night, front/back etc. خلیفہ means ever-opposite or opposition. Human beings were opposite the malaika. Though Allah created humans on best shape احسن التقویم but told that it was basically ظلوما جھولا wicked and non sense creature. Only the مخلصین and متقین would follow Allah's guidance because they are kind-hearted and thoughtful. Adam was 'chosen' as an example who made a hasty decision but realized his mistake soon and repented.

12:53 ".... Indeed, the soul is a persistent enjoiner of evil, except those upon which my Lord has mercy. Indeed, my Lord is Forgiving and Merciful."
God helps us to be good and our soul constantly enjoins evil upon us.
