Initially I was surprised due to to the title, how could the Quran gives a bribe to somebody?
As it turns out this is the 'classic-has-happened-since-ancient-times' case.. the common behavior commonly found among any religious everywhere..
The state was procuring a whole bunch of (printed) quran, funded by the people's money worth $5 Mill, with justification (which was written by the religious elites) to 'improve the morality of the people'... as it turns out the religious / political elites received a handsome kickback (10%) from the total worth of the project...

My, this news reached international level...
Then again, the Department of Religious Affairs has been named as one of the most corrupt departements in Indonesia. Money flowed in the form of charity, haj travel costs, etc. and apparently those in charge can't keep their hands off those "holy funds". The revelation of this particular corruption case has been a national embarrassment here, but the gov't is not visibly doing anything significant and most probably it would just pass just like every corruption case in Indonesia.
