I think this is an interesting problem  To come
up with an algorithm that will immediately yield one
possible new indexing, such that the pattern number is
divisible by 19 is very difficult, even with a powerful
computer, because there are 114! = 10 to the 17
approximately possible patterns. Moreover, order is important.
Some tests of divisibility by 19 have been devised
recently that can be useful. I would highly recommend that
you read Khare's paper on "Divisibility Tests" which
can be found at:

I will give you some tests of divisibility by 19
that might be useful:
1) Take out the last digit,
multiply it by 2, then add it to the numbers remaining.
Repeat the process, until you get a number you know is,
or isn't, divisible by 19. (simply because you can
write the number s as s = 10x + y, where 0<y<10.
and 10x + y congruent to 10x + 20y (mod 19), which is
congruent to 10(x+2y). but 19 doesn't divide 10, therefore
it must divide x+2y.)
2) Multiply the digits
by 2^0, 2^1, 2^2..., from LEFT TO RIGHT, then add
up, and test the resulting number (which is much
smaller than the initial number) for divisibility.
Basically, this is due to the fact that 10*2 is congruent to
1 (mod 19). Please read Khare's paper for the
proof.
Since the pattern number is quite large, you can also
use this divisibility test (that I've devised for
you, but of course, all based on Khare's paper. I'm
not a genius, he is).
3) You could group the
number by groups of 9, then take the alternating sum,
and check for divisibility by 19. For example, let s
= 243153221243153202. -243153221 +243153202 = 19,
which is divisible by 19. Therefore, s is divisible by
19. Please, if somebody can, check this (using
Mathematica for example). This method is due to the fact that
10^9 is congruent to -1 mod 19.
However, in all
cases, you need some powerful mathematical computer
package, such as mathematica, for the computations
involved. I'm not going to work on this problem anymore
personally (I've already spent more than two hours on it),
but I hope you'll find this useful. Good

Designing a table like that without using your number generator is different issue. That could not be Rashad’s design and his knowledge other way any body else can do it. He did not use your method and find a table in that pattern to be multiple of 19. He wrote down what he was inspired and insisted the correctness of his claim by using it on top of his translation. Nobody knows where is the source for such claim . When we say multiple then it means INTERLOCKED, by simpler explanation any of those so many probabilities are interlocked to their own pattern and changing any number will destroy the pattern and is not more multiple. Here I am not talking about those probabilities. A man loosing his life over his belief claimed that the number he has recorded in table 23 is order of revelations and insist using it over every chapter. Amazing that there is no report that any body ever asked Rashad what is the source or proof for such claim even his very close person as Edip Yuksel which has been in daily contact with him. So the first question is : 1-Is it possible that any human without using computer to design another table from scratch ? My Answer is IMPOSSIBLE? What is your answer? 2- may Rashad used computer to design one it. To clear this question I took it to mathematician and as you noticed can go far only 17 numbers. Certainly that person knew how to find probabilities as you do but was honest and his heart was not beating for Raheem Human. Up to now you show me 10 seconds probabalties not designing from scratch. First show me a table with all numbers changed and nothing matching Rashad’s pattern. You have changes only portion at the end. When you show me your design then I have more for you.
