Something tells me verse 24:4 is translated the wrong way. It is translated as this:
I think it is wrong, because this verse actually is telling something about "yarmuna", which means throwing. So I think it is not talking about those who accuse, but those who throw away or drive away their women out their houses.
You can also see that back in verse 65:1 where God says not to drive them away from their houses, except when they come with something clearly evil:
I know that not the same words are used but they can both be something of the same context.
